You need to be either Inquisition or RSF to be able to land there.
Next you need to complete a mission or two from the space station, they are not difficult for a teir 3 pilot, and can be done by a teir 2 pilot. Just target the Naboo Station and start conversing with it, you should see an option that says Do You Some Need Help? that will get you started.
Once you are done with that you will land at the retreat. To find the Space Terminals, go towards the back, enter the hall way like you are going to see Thrawn and Piet, you should hear a door opening when you are down that hallway, before the doors to the outside (w/ Thrawn and Piet) stop there and run along the left hand side, you will then pass through the wall and be by the terminals. IE No vissible doors just walls and the noise of doors opening.

and if you haven't done imp themepark yet, talk to the guy right outside the door to the retreat to get access and a reward for doing the missions in space.

You can start the mission in 2 places.
#1) the Naboo Station Mission will give it to you.
#2) the NPC directly outside the Emperor's Retreat (with the icon over his head) will give you the mission and reward of 10k.
As for the other question of where to star the Imp Theme Park Missions. That is also started at the Emperors Retreat on Naboo. Just talk to the NPC just inside the door at the retreat.

YesCaptain Thrawn is there (he's not a grand admiral yet.) To do the themepark you need to be at least a combatant, so if you were on leave that would explain why no one would talk to you.

I did the Naboo station mission as a 1111 RSF pilot that lead me to the Retreat however that was apparently a one time deal. The port no longer shows up as a possible landing location either in space or on the ground.

I'd like to add that the last A-Wing was one heckuva long fight when pitted against me in my lowly ol' Dunelizard at 1111. That required so much concentration that I was literally exhausted when the dogfight finally came to a conclusion.
