Is this a cheat or a tactic? Using a tractor beam in a turret to blind an opponent?

you think a turret gunner could keep his aim on a dodging foe long enough for it to matter? I think the beam far more likely to blind and lag your own gunnner, than the foe.

You have the turret gunner point it forward and a bit off centerand the pilot does all the pointing. I'm thinking head to head passes. Because you no longer have to dodge so much if he's blind. Heck you can even slow down to target him better. Since you do not need to try to pedict the lead for the tractor beam it's easier for the pilot to keep it on target.

Sounds like a nice tactic to me, 
It really should have some use in combat, since it takes up a weapon slot.
