Go to a Bazaar terminal, select the Vendor Location Tab, set the area to galaxy wide, select Misc, then type "chip" into the search parameters. If for some reason this doesnt give you the chips on your server, or there are no chips on your server, post again, but this is how I find chips whenever I need them.
