I'm a civilian on the ground and a privateer in space.. I want to shift to imperial on the ground, so thought i'd earn the xp in kessel.. But none of the imperial stations are allowing me to declare their faction. They keep telling me i need to join up with the imperials before they will talk to me.
Any suggestions on how to get these imperials to accept me and make me overt? (other than grinding out the faction xp on the ground)

Buy enough fp from a smuggler to join the imperial ranks, pretty much the only way.

nope, from what i know u dont even have to be imperial pilot, just go to the imperal pilot trainer. to do this u must drop all boxes u have from the current pilot profession beore u can pick up imperial pilot novice. however i think u can max out ur exp, and use it toward boxes as a imperial pilot, but im not sure, never tried. recently my friend tranfered from imperial pilot to freelance, i must say, freelance is alot more fun.

I don't think he wants to become Imp Pilot.
He wants to stay Freelancer, but be able to declare as Imperial in space.
That works, I do the same, but you need to be Imperial on the ground. Just be warned, Freelancer Ships suck in PvP
To get this, there are a few possibilities:
- Buy FPs from a smuggler, you need 200 to join the Imps. The expensive but fast option (if you find a smuggler, who's willing do go through this for 200 FPs
)
- Also any Imperial friend you have can transfer faction points over to you, using /delegateFactionpoints (might spend 400-500 points himself though, depending on his rank)
- Do Missions from Imperial Terminals. They don't give you high missions and you won't get many FPs for doing them, but after a few hours grinding you should have enough.
- Get an imperial friend, and let him grab missions from the terminal. You go with him. You won't be able to help, but once the mission is done you get half the FPs for the mission success (this is faster than doing the non-alligned missions)
- Do Imperial Quests. Like the Warren on Dantooine, if you finish it you get 500 imperial FPs.

What squad do you fly for? I'm not sure if RSF can declare as a rebel, and if Smuggler's can declare as imperial, as I haven't tried.

Smuggs can't declar as rebel. I have tried. if you are neutral on ground and in space then you get no Fp.

I'm Smuggler Alliance and Imp on the ground, and I can declare as Imperial in space.
I know someone else who's Rebel and also Smuggler Alliance, and she can declare as Rebel in space
RSF is imp aligned (imps show up as white on the radar i think) so thats the reason why they can't declare as rebel i think.
for SA both are usually yellow (don't attack on sight, but can be attacked), I think its the same for Corsec.

Another option is to try and find an Imperial Jedi Knight. Knights are perma overt, and often have more than enough faction to burn. I see them handing it out to new recruits quite often (at least Rebels).

Ah, ok. I heard SA was the rebel version of RSF, if that makes sense

Well.
You kill lots and even more Imps during the missions. I suspect I killed more Imps making Smuggler Ace than a Rebel does to get Rebel Ace
Also we have to kill the Star Ravager, the imperial Corvette, same as the rebels, we can't choose.
But we can kill Rebel and Imp NPCs alike in space.
So its something in between.

Here is how IT IS on declaring.
To fly as rebel you must be rebel on the ground
To fly as imperial you must be imperial on the ground.
If you are civillian on the ground, you can only fly for Privateer
If you are rebel or imperial on the ground you may fly for a privateer squad...ground rebels may fly RSF even tho it is imp. aligned (I have done this recently)
You can ONLY declare overt in space for the faction you are on the ground.
Ground Civillians CANNOT declare overt for either faction in space...thus you cannot grind faction in space, unless you are factioned on the ground.
Regardless of your privateer squadron in space, you can only declare for your ground faction.
Even RSF pilots, if rebel on the ground can only declare rebel...which seems odd since RSF is imperial aligned, but again, I have tried this,
to sum up. your ground faction or lack thereof determines who you can and cannot declare for in space
