I am trying to do the mission that is given at the lucky depo for privateer the mission sends you to Yaven space and you are to inspect a ship at the waypoint and then dock with it to get the cargo the inspection goes fine but when I try to dock with it a message comes up do not have permission to dock

How do you get permission to dock with this ship?
