I'm having trouble getting beyond 2222. I have capped my xp, yet my pilot trainer will not train me and is only offering 4 duties (ie. no story missions). Shouldn't he be training me now that I am qualified for a box in the next tier? And if not, I would assume it's like other times where I have to complete missions to get training, yet he keeps offering these stupid duties?!? I have flown at least 3 of the duties he's offering and like other duties, they just seem to go on endlessly...

What am I missing?

Your Tier2 trainer should have referred you to your tier 3 trainer who'll send you on missions. Each mission completed will get you trained in a new tier 3 box. All that XP you'll be collecting will go toward the tier 4 grind

Im flying in Black Epsilon btw.

The starting lady got me thru T1 & T2 boxes, then sent me to the trainer I have been using currently. The new guy gave me a few missions at the beginning, then said he ran out of useful things for me to do, so will only offer the duties. If he is supposed to give me a new contact, how do I make him?

Not sure how black Epsilon works since I aced through the Inquisition. I've aced other toons through RSF(neutral) and Vortex(rebel) and the third tier was always mission based however a Black Epsilon Pilot could probably answer your problem better then I since I don't know the NPCs you use.

Thanks for the replies, Kuunlad!

I did some more digging and it turns out the next trainer is on Yavin at the Imp outpost there, in case any felow Black Epsilons are having the same trouble. It seems Prisk (the trainer for the last tier) is bugged or something, as others have reported the same confusion of not being redirected when it was time to move on to the next trainer.
