You need to be a rebel combatant to start the quest, not to fly it. I think it comes under the 5 badges rule like most others

You need 5 badges....thats the rule
To be more specific most people say you need the 'has acquired 5 badges' badge to fly most RotW ships.

You need to succesfully complete to quest in order to fly it. Which means to start it you need to be rebel combatant.

BEWARE!!!

Yes imps can fly the ARC-170 and to obtain the ARC you MUST be a rebel combatant. And to fly the ARC you must complete the quest.

However.... if you are an imp pilot and you want to join the rebellion to get the ARC you will lose all your imp pilot skills!!!

Who cares if its good to be the king, when its great to be me!!!

Yes, the Eta and the Arc both require you to be Imperial/Rebel respectively to get the ships. If you buy them, you will be unable to fly them. However, you can do what my friend did, which was turn Imperial, get the ship, go neutral, enjoy your new Eta-2.
