Shot at this one for 15 minutes, nothing is breaking off (Organo metallic in Kashyyyk).
Worked fine last night...

Try /examine on the asteroid. If the condition looks low, try another rock. Or, you could bring the condition down to 0, blowing up the asteroid and letting a new one spawn (takes only a couple of seconds for a new one to pop up).
Having said that, mining seems to be a bit buggy for me, so I normally move on to the next rock if it's not working.

I think the deal is, a given asteroid can only have so many chunks spawned from it at any given time. This was a nice change and has probably cut down on space lag a lot.
However, if someone was already mining that asteroid and ended up letting a few chunks float away, you won't be able to get any more off it until either a) the chunks are destroyed (which would essentially mean waiting for them to despawn, and I don't know how long that takes) or b) the asteroid itself is destroyed, as once it respawns it'll have a new chunk limit.
I've had a number of asteroids fail to produce any chunks for me, but once I sat there a minute with the mining laser going until it blew up, its replacement always worked as normal.

I fired at a ateroid for fifteen minuts with a mining laser III from my decimator, and not one chunk flew off and the value never changed? What gives?

Was that near the edge of a space zone? Was it over Naboo by chance?

Was the pilots seat empty while you were in a turrent? There must be a pilot in the seat or no chunks will spawn. Kinda lame if you ask me, Dont know what the heck the problem is with parking and jumping in a turrent to do some minning.

Here inlies the problem. I have tested this and it is truely broken for all POB. What you have to do to mine is use a engine overload program (I've only tested overload engine 2), and you have to fly over 600+ engine speed. Any slower and no program will lead to no asteroid chunks and no damage to the asteroid.
This only happens with POB ships which include the Y-8. It is a bug.
