Anyone know where I can get a lvl 4 duty for rebels? Im 4333 in SS or a nice lvl 4 rebel spawn?

There isn't one.
Closest thing we have is the T3 duty out of the Rori Space Station. T3 ships with the occasional Nova spawn (also T3, not exactly difficult), and T4 B-Wing bosses.
FP is about what you'd get for ground kills, more if inspired.

You're more apt to run into overt Rebels in Dath space, though with the trainer being there and all.
They'd seriously have to be looking around to check in Naboo space (especially in the Rori section) - there's no reason for them to be in the area to begin with on missions or duties.
