Ok, bear with me here, this is a little drawn out. When I was stung by the clone armor bug, I worked it out with someone on another server for us to do a sort of trade, where he created a new character on my server (where he didn't play) and went through the clone armor quest (after the bug had been fixed) with my help. I did the same on his server, and we gave one another the armor reward. I even gave him faction points so he could become a rebel and get rebel clone armor.
So I was thinking, why couldn't we do the same thing with the JSF? It would be a bit more tricky, but I think it could be done. First off, you'd have to buy the newly created character 200 Imp faction, from a smuggler, so they could run the quest. After that you'd have to find a way to help them get through it (since they'd be CL 1) and fight rebel NPCs -- you could resign as a rebel temporarily, but that would be a huge pain, so I have enlisted an Imp friend to help out. The missions don't take very long at all -- they're all ground-based and on Kashyyyk, I believe (after you get the quest-starter on Dath). With a strong Imp helping out, I don't think a new character would have too much trouble.
So that's the idea -- if anyone's up for trying it, or can point out any obvious flaws I've missed, please let me know.

Won't work. Apparently there is a check to see if you completed the quest as well as to see if you have the proper tier level to fly it so unless the character who wants to fly the thing has actually done the quest you can't use it. If this weren't the case there would already be a market to buy and trade these things.

Really? Then why do they give rebels the certification to fly them? I read they were tradable. If what you say is true, the certification wouldn't make any sense.

In case you drop faction, become Imperial, then pick your faction back up. You will still have the certification to fly the ship, but you MUST do the quest to get it.

Cert makes total sense. They giving you the op to keep a reward ship even if you switch side. They do this ONLY because you can't just run down to shipwright and buy a new one. It's easy to do. I got JSF and Greivious, then resigned and became reb to get ARC. Just depends on how bad you want your dream ship. I wouldn't support any change. The game is all about choices. You can't just get everything without having to pay a price for it. For me. I will own them all and regrind back to what I was. Its not that hard to do.

Simple - make the first quest a mission to "hijack" an AT-ST, the second part to stave off an attack of scout troopers trying to retake the craft, and the third and final ground part an interception of an Imperial ground patrol in the Kkowir forest.
The space parts are easier:
Part 1 - Take out a wing of TIE Interceptors.
Part 2 - Take out a "fleet" of a Tier 3 Ye-4 and Decimator, and two straight-line-flying Lambdas.
That's about as "equal" as the sides can get.
