ok my question is simple if i were to leave the empire do the quest then rejoin the empire would i still be able to use the arc?

Yes you can. Since you are freelance, you shouldn't have any problems at all (besides loosing rank). Unpack the ship right away, and make sure it is in your data pad if you ever get the idea to jump pilot profs so the game will forget you've done the quest.

This will work forboth of the new faction ships, ie the JSF, ARC 170. The B-22 can be used by anyone.
I believe the adv x-wing and the special ties are only flyable when at the right lvl of the correct faction. ie 4xxx of reb for xwing, 4xxx of imp for thespecial tie.
The pre-requisite is to have done the quest and get the badge.
A friend of mine dropped reb, got the JSF and is now back to tier 3 reb pilot.

That was the biggest hurdle for my friend who did that
