Is Weapon Overcharge 3 still broken?

It's still bugged, but it's bugged in our favor. We've been told it'll be fixed since beta, but...meh.

The only negative aspect to WO3 (overload, not overcharge) is that it DOES increase your weapon's drain by 30%, so if you've got a 2200 drain gun, it'll be 2860 after initiating WO3 - all the more reason when REing to make sure you look for a low drain under 2k. Every 100 points costs you 30 units of power, so the difference between 2200ish and 1800 is 520 units of power.

Also, and no one really thinks about this - countermeasure launchers and missile launchers are susceptible to this as well, so keep in mind how much power you're using each time you go up - overloading a reactor is a pain in the a** to remedy but doesn't cripple you.

WO3 is better than WO2. WO3 actually REDUCES the amount of energy required per shot - that's the bug. WO3 is essentially the overload and tuning in one.

To my knowledge, WO2 works as intended.

Is this because of my equipment in some way or another? Iam testing it in game as we speak, WO2 is clearly draining more power but is doing massivly more damage then WO3

Weapon Overload 3 also decays my weapons. Is the rate of decay as intended as well?

Is it because i use engine overload 3 and weapon cap overcharge 3?

All overloads cause a small amount of damage on the items they're designed to enhance.

Level III programs are the highest you can use without causing decay. If a component takes more than about 10 points of damage, it will decay upon repair (unless you enter Deep Space then immediately leave, but that's for Masters only).

Level IIIs cause six points of damage to components, Level IVs cause about 12, if I remember correctly. Obviously, a command like "Emergency Shields" or "Cap to Shield Shunt" in the IV level wouldn't cause damage because they're not technically overloading anything.

So if you have less than 10 points of damage to a component it will repair without decay??

Oh, and the Tier 3 commands do 8 points of damage.
