Can you use higher level Droid commands then what you are cert for? Meaning I only got tier 2 box of the Droid command tree, and want to use a level $ command that someone has program on a droid chip for me.
a) Will a level 3 droid (or flight computer) be able to run Level 4 command (ie :Weapons overload 4)
b) Will I at my current levle (Tier 2 Droid command) be able to run a level 4 command?

You can use any droid command burnt into a droid command module, including commands outside your profession and outside your level.
The level of the droid determines how much data it can store. Higher level commands use more space. So any droid can run any command, as long as it can fit in its memory.
Overload commands at Level 4 will decay your components, so only use them on equipment you don't care about. Level 3 and lower overload/overcharge commands do damage to your equipment that you need to repair, but won't cause decay by themselves.

Id say wait till you can get a level 4, unless you have friends who can burn you a few copies of all the chips you want. You can get by the first two tiers easy enough without droid commands, they go fast, though they will of course help a lot if you get stuck. At level 4 you get 110 storage space, which is just enough for EO3 WO3 CO3 RO3 CtSS4 (105 total data), which is what you'll be using for the rest of your pilot grind. Remember if you're rebel, you need a FC for A B Z and Nova, and an astro droid for Y and X, and if youre imp you need an astro droid for your JSF, so you'll need copies for each.
