I think y'all misinterpreted the question. He wants to know if his Imperial friend can fly with him (yes), and he wants to know whether the imperial will be limited as normal or as the pilot of the ship (gunners can shoot what the pilot can shoot).

Thanks psikobunny
I am able to comfortably take out tier 3 TIE and almost all tier 2 ships. (Tier 3 tie with no shields is awesome).
I just want to bring my friend out to have fun. No intention on gaining more xp at all.
Just to make sure I understand. When my IMP pilot friend is in my gunner seat, he can shoot other IMP targets, as well as the neutral faction ones we normally would.
Thanks everyone

I'm a rebel tier1 pilot with equpment 2.
I have the 2 person Y-wing, and want my imp pilot friendto come with me in space. Can he come with me, and if he does, what can we kill?
Thanks muchly

Plenty, but start small... take out all the tier1 ships that you can find above say Tatooine or Correllia, then when you feel "saucey" jump over to the "Nym's Hovel" hyperspace point above Lok and work on the tier3 ships there... i'm a 4444 pilot (can never seem to find that dern Imp vette...) and still enjoy working that spot over...

If you want all the Tier 1 ships you can handle, go to the Valarian POI in the Tatoo System. They are almost all Tier 1 Kimos with a couple of Sycks every now and then. I used to farm it for my shipwright friends. If you want to hit something say in the Tier 4 range, near the Endor Red Sin hypersapce egress point is a static spawn of tier 4 Death Watch ships. You might want to wait a bit on that one though, heh.
