well, take a look around and find the best stuff you can get your hands on, and pop it in there, and if you dont like it, go back and change

Yup, at around 5 million mass you can go all out on the stats for the equipment without worying about mass

Yup, L10 RE'd on the stats. The only hard decision is wether to put in the RE'd reward shield 2500/2500 regen 15 or a L10 RE'd 2200/2200 regen 19
