It loads and everything, but when I shoot, it only takes away about 5% shields and takes away 1/3 of the energy out of my capaciter. What is wrong?

Weapon Overloads 3 and 4 are both bugged in different ways. Use 3 but dont cry when they fix it.

Pretty much, it's not WO3. I know it's bugged and I'll miss it when it's gone, but it sure is nice now.
