Known bug. No fix available that I know of, and no ETA of a hotfix that'll fix it.

No idea what it is. There's also the issue of the controls reversing when you're decelerating at speeds above your normal maximum.

Temp fix I have been using is to tap booster right after the speed gets to about 25%. The cooldown isn't taking effect so if you can boost right back up to top speed.
