Does this mission require a specific tier setup? I was unable to get it from the station. I am a 1111.

Hmm... cant say I remember exactly, but I know it is around the time you get referred to a new trainer... (from Kad to Emp Retreat)... Check with the Naboo Station - (Need any assistance...)
You should be sent to meet some freighter, being attacked by Rebels.
When I went through Inq... I never had to drive to Emp Ret... so I am sure it happens before you need the trainer there.
