Okay, question on reactor overload.
My understanding of Reactor Overload is that its primary use is to allow the use ofa highernumber of weapons or higher power weapons on a ship.
How does this function? My question is based on the fact that weapon loadout is accomplished on the groundin the manage screen on the ship terminal. If you don't have the power on the ground (IE you haven't turned on RO), how do you load the heavier weapons onto the ship in the first place so that you can use them once you are in space and activate the reactor overload command?

you can exceed the power of your reactor on the ground, its just once you get into space some stuff will be disabled untill it has enough power

Actually thats not what i use it for.
I use about 10k of my 12.4k. But once I hit Engine Overload 4, i suddenly need 22k or 23k energy, thats where RO4 comes in, and it provides me with enough power for that.
RO3 increases your Reactor output by 60% and RO4 by 90%.
So if your reactor stats that it has an output of 10k, then with RO3 it can power equipment that need 16k.
