You don't need to transfer to the datapad any more, just click on the droid/computer you want to add it to and click on Program Droid, that will get you a screen with all the commands that you can program yourself, as well as any one time use chips you have in your invintory.

After I program my droid chips, I don't get the option to add them to my datapad. Are they bugged currently?

They don't work that way anymore. Once you program them, open your datapad and click on your flight comptuer/astromech, and select program. Then you get a pair of windows letting you move programs into the unit, including those on chips.

Are you a pilot and not using Droid Commands?

You no longer need to transfer them to your datapad... also, you don't need chips at all to program your own faction programs into your computer, chips are just for cross-faction programs.

On the radial menu of your flight computer / droid, select program. This is the programing interface added a few months ago.
