First ensure you have it on toggle. Once you break the asteroid into its smallest pieces turn on the tractor beam. If it hits the piece correctly it makes a lighted up spot and the asteroid pieces comes toward you. The tractor beams seems to be more effective then just simply blowing up the smaller pieces. It takes finesse to use. Aiming itcorrectly and moving your ship to collect the broken pieces can be a pain. Someone who is skilled will easily out mine someone who just shoots the small pieces. Also place the tactor beam on a gun closest to the pilot. So the beam is more focused and easier to aim.

Try flying in slightly behind the ship third person mode. You should be able to see the tractor beam and aim it more easily. If you fly in first person mode like I prefer, you could miss the chunk of you are not aligned almost perfectly straight with the chunk, it will bounce off your shields and you will have to come around. If you are in a turreted ship, try mounting the tractor in the turret slot and let somebody else manually aim it, that may also prove easier to handle.

I also found I can use the tractor beam to sling shot the chuncks around. Pull on in from far away and it picks up speed then right as it get to you move way and it will sling shot. Not really usefull but I seem to be doing this a lot when trying to tractor stuff in.

Tractor beam has alot higher extraction rate than the mining laser does. But its harder to use since you have to stop moving when you tractor a rock to you (or the rock just bounces off your ship)

Not necessarily accurate. I rarelty come to a stop or even a slow crawl when mining, and so long as I line up almost directly with the chunk, it goes in the cargo hold each time.

I tested out if the tractor beam is effective by switching it out with another level III mining laser. The results were definitive: the tractor beam rules.
By the way, crafted ones are worse than the quest one.

I've been fooling around with tractor beam in combat PVEand I really think it does pull on target ships cuz the I seem to close faster with a ship flying perpendicular to mewith it on. I really got to test it more with an external observer watching to see if the enemy ship does pull toward me.
