If you want to fly imperial ships, at some point you must join the Imperial faction, I believe to progress past Tier 1 you have to be a full Imp.

when i did rebel pilot, i had to become a member of the rebel alliance before the tier 2 trainer would talk to me. I guess its the same for imp pilots. Which means you would have to become imp if you want to be more than 1111 imp pilot.

From the title of the post, as I understand it, you are Neutral on the ground but would like to join an Imperial Squadron? If this is the case, you can join any of the squadrons you wish, however on one of the tracks for Imperial Pilot needs access to the Imperial Themepark. So you may need to become an imperial faction member in order to progress. I think it is the Inquistitor Squadron.
If you wish to be a neutral pilot but have heavy Imperial influence then the RSF track is the one for you.

Only one squadron of each faction requires you to be a member of that faction on the ground.
I don't remember off hand which, but know I mastered Black Epsilon squadron, and was neutral on the ground the whole time.
(And as far Rebels squadrons go, I know a friend in the Vortex Squadron had to be a full memeber of the alliance, so that'd be the one on the rebel side.)
