I think your next guy is at the capital building in Bestine. Talk to your first trainer and he will tell you.

And make sure you "sign" the papers he gives you! I got yelled at by the guy in the capital building because I didn't.

You have to sign something? Could someone please elaborate on this? There is nothing like that in my current squadron and I am just curious as to what it being signed and how.

In Storm Squadron, when you are transferred, you first squadron leader gives you a set of transfer orders. They are in your inventory. One of the menu options is "Sign." You do this by typing in your full name in the provided text box. You then give these "signed" orders to your new squadron commander.
