Somewhere I remember seeing a blurb about repair kits allowing you to do full repairs at stations where you couldn't normally do them. How doesthis work?

The two ways I know of doing repairs in space are ..
1) Rebels can call a repair ship which will repair a percentage of the damage, not all of it.
2.) Multiplayer ships allow for repairs while in space using repair kits.
This is most likely the one your refering to and as far as I can tell it only works in a multiplayer ships.
I haven't found a way to repair my own single player ship using repair kits in space.

1. High Level Rebels have the skill, but it costs money and it's as good as getting repairs at a station.
2. MP ships do have the repair kits made by Shipwrights, HOWEVER, can only be used in MP ships in space. Repair kits can only be used on SP ships on the ground. Kinda makes sense, because you'd have to climb out of your ship to repair most of the systems on a SP ship. lol
