eo4 isn't bugged, it is simply costing more reactor juice than you have the capacity for, and that in turn is overloading your engine, that's why you go slower.

you need to take your engine's energy drain, and multiply it by 10, and that's how much reactor you need in addition to all your other power costs. you may need to run reactor overload 4, maybe even with reactor overload 4 you won't be able to run it.

EO4 takes 10x your engine's reactor drain to use, so if you're using a crafted or ungood RE'd engine, you probably won't be able to get it to work. Unless you're using one of those uber reactors with the power of seven suns that could fit on your bathroom floor. If any of the houses had a bathroom.

It also helps to use RE'd weapons, shields, capacitors, boosters, etc., as they'll tend to have lower energy drain too, but if I had to make a guess here, I'd say you'd have a hard time using EO4 on any engine with more than 1500 drain. It wouldn't be impossible or anything, but without a really big reactor, I'd think that's about when you'd have to start really tweaking your ship to get EO4 to fit.
