Is it really only rebs who can take those missions?

If you're a rebel, you can only use Rebel Flight trainers.. If you're neutral, you can only use Neutral Flight Trainers. If you're Imperial... well I'll let you work that one out! 
You can also use the trainers from other squadrons of the same faction: so if a you're neutral Smuggler's Alliance pilot, you can also use the Tier 4 (and lower tier) trainers from the other squadrons (i.e. RSF and Corsec). You can't use the lower tier trainers in your own squadron as they'll only tell you togo and speak to the next trainer.
There are two Black Sun destroy missions at tier 4.
1. Rebel Pilot Trainer (Havok Squadron), Lok, Hotel - can be done by any pilots of any rebel squadron
2.Neutral Pilot Trainer (RSF Squadron), Naboo, Theed Palace, (he's in the room opposite the Trivial Librarian)
Imperials don't get Black Sun destroy missions (I'm not sure if they have any Black Sun missions at all, destroy or otherwise)
The waves in the different destroy missions are different per faction (or is this squadron) and will give a different amount of XP. So far,neutral destroyhas given me about 350k xp per completed duty, rebel destroy about 800k xp and I haven't got around to completing a full Imperial destroy duty yet (but it took me only 2 rounds to get about 200k last night - and there are five rounds to each destroy mission).
