actually it does...I never did the special mission for smuggler's alliance, but I had completed Jabba's Themepark. I simply noticed one day that I had the option to land at Jabba's Palace. I mastered the freelance pilot and now am working on Imperial Pilot. I still have the option to land at Jabba's Palace, and did so yesterday.

Actually, I can't land there anymore after getting Tier 1 Smugglers Alliance. So I'm not sure what's going on. Before that I did have an option of landing at Jabbas without ever doing the special mission. I, of course, have done the theme park before.
