If I don't hit in my first strafe, its burn, turn and strafe again till I'm either toast, or I get the target's flight pattern figured or I go BOOM 
Level 9s, in my experience, haven't gotten more than .06 better in the refire than my level 10s. With my (lack of?) abilities, the higher damage pays off, so far.

man now i wish there were more than 4 avid pilots on my server, and that i got into it pre cu, i get a crappy mass DI and have crappy crafted guns, and have only looted 2 lvl 8+ weapons so far

Well, here is mine I just had made today..should have tried to get better refire and damage...but I'm still happy!
Reacter Energy Drain: 2059
Damage: 3051-4470
Mass: 37008 (I'm really happy about this one)
Vs Shield: .80
Vs Armor: .82
Energy/Shot: 29.4
Refire: .38
Got the 39k mass weapon off the bazaar for 20k...
