When Itried this one, there were no ships spawning named "blacklight pirates" but the other post I found said it had to be called "blacklight pirate" as the wing commanders, and others will not have it (has to be "blacklight pirate")
There are other pirates a few km away (hutt pirates, and some black sun even farther out) but no blacklight. We disabled and inspected easily over 50 of these other shipsover the course of several hours, and on 2 occasions, my group met other people that had been there for hours already and not having any luck (disabling and inspecting everything)
