The guy you are looking for is Biessa, a rodian located across the room from Jabba (just past the row of arches).

Be forwarned the third mission he gives you is bugged. I completed it last week and have not been able to get my next mission from him do to some stupid bug.

I had already done Jabba's TP long ago, and already did the Clone Armor Quest, but I also did the Tatooine Space Station this weekend, got the document, and signed my name to it. Not sure if it would work to gain access, since I don't need it, but I was able to retrieve it, pretty easily, too, on my way to 2222 smuggler's alliance.

Could be a good things to try if anyone's still curious.
