If you go to a factioned station (only allowed if you are factioned on the ground) you can declare and be overt, but will not be allowed into Kessel as the Last Nav station in Dath will not speak to you. Neither will the Imp or Rebel entrances to Kessel or Deep Space. You CANNOT enter Kessel or Deep Space while overt in space if you are a Freelance Pilot.
If you are neutral on the ground, you are not allowed to PvP in space anymore unless you are a Master - as the factioned stations will not speak to you at all.
There is no way for a Neutral to PvP in Kessel at any skill level- it is not possible, you're screwed, thank the whiners who nerfed Kessel.
If you chose to go Freelance, some will say tough - that was your choice. (Funny the consequence was not there when most of us chose it huh?)
So in space as a Freelance pilot, have no fear - you can smuggle, terrorize, and create general mayhem without any fear of the Empire or Alliance, as their pilots can't touch you - even iof you try to pick a fight.
Your only real option is /duel or Master and go to Deep Space. (I warn you it's probably barrenly empty of players anyway)
And the devs wonder why people are dissapointed in JTL, when their nerfs took half the fun of space away from 1/3rd of the pilots. The only content we had was PvP and 1/3rd of us can't even participate in it like everyone else.
Then I must be doing something wierd. I'm a master RSF pilot, covert imp faction on the ground. I launch my ship, hyper to endor, hitan imp station to declar overt in space, then fly to the Claw station and enter Kessel. Never had a problem yet doing that. You are correct thoughthe Last Nav station won't talk to you as an space overt, but Claw will. Now I've not tried PVP as most everytime I've been there it's either been empty, or it's been other Imperials, so I can't with certainty say that PVP as a declared privateer is possible.
What's annoying though is that I can't be overt and go into Deep Space. Claw station says I don't have enough pilot prest, despite the fact that I havea little over 3 million general prestiege points currently. Yes, I know I have to declare at the last nav station when entering deep space, but then I don't get any faction points for my troubles.
I was a Smuggler's Alliance pilot and ground Imperial, and I could at any time declare as an Imperial at any Imperial station--and, if I so chose, I could then go to the Claw station in Endor and go to Kessel to PVP if I wished. (I could PVP in any sector, really, but Kessel has the most overts, so I always ended up there.) The ONLY thing I couldn't do as a privateer was declare as an Imperial and then launch to Deep Space from the Claw station. I could launch to Deep Space from the privateer station, of course, but this would put me overt in a strange way: I was open to PVP, but didn't earn faction from killing Rebel NPCs. That did annoy me, but in my time as a privateer, it seemed to be the one and only place I was at a disadvantage to factioned players.
You should try the methods we've gone over in this thread. I don't think a neutral player's ability to PVP has been removed in the last week.

As for allowing ground-neutral freelancers to go overt as their own faction in space, I think that's an interesting idea. I suppose you could argue that neutrals can't go overt on the ground, but in space, "neutral" doesn't mean we lack a faction--you're either firmly with the cops or firmly with the criminals. So other than the work it would take to get a system like that set up, I don't really see any arguments against it.

If you have a ground faction of imp or reb, and are a neutral pilot YOU CAN DECLARE AND GO TO KESSEL. You need to declare at a factional space station, NOT a deep space station, just a run of the mill factioned station. Then, after declaring you pop overt in 30 seconds. Head to a deep space station OF THAT FACTION.
IE: If you are a neutral pilot who just declared rebel you now need to go to the REBEL deep space station, as the neutral deep space station will NO LONGER ACCEPT YOU.
You are now in Kessel, free to farm faction and kill or be killed. Deep Space unfortunately CANNOT be used to farm faction for neutral pilots per the coding inplace now.

The problem is there are 3 types of prestige points: pilot prestige, Imperial Ace Prestige, and Alliance Ace Prestige. As an RSF Master Pilot (like me) or any other privateer master, you earn regular pilot prestige points. Yes you can go overt as Imperial at any Imperial station if you are a ground Imperial, yes the Claw will let you enter Kessel, but to enter Deep Space as overt Imperial when you visit the Claw, you need 30K of Imperial Ace Prestige, and you have 0. Even if you get Imperial Ace, bank the Imperial Ace Prestige and drop it to grind privateer, you lose all those Imperial Ace prestige points the moment you drop it.
This needs to be fixed in 1 of 2 ways:
- The ideal way is that when we choose a side in DS, if we are faction-aligned on the ground, we should automatically be considered overt and gain faction points for kills.
- The Claw or other factioned stations should accept standard pilot prestige to go to DS, not just faction-specific prestige points.
Bottom line is if you have a faction on the ground and go overt in normal space or deep space as a privateer in space, you are choosing a side, and should get the same benefits as a factioned pilot.
