Respec bug ended for me yesterday. I got my Havoc Ace badge and dropped it to start grinding Vortex. The Master bonus IS working for me. I am getting a total of 3x experience at the moment with the double exp week.

Re: XP on "everything I kill", I may just have missed the spam. lots of info during a quest-based mission, so it's possible it's there for all of it. Things are going fast enough in a mission that I don't check...

Doubled XP only applies to base, but the game doubles it since all XP is doubled. You'll only get a message of "Master XP bonus of 1000" for example, but if you actually check your XP counter, you got 2k. I verified this on four separate spawns. Kind of like Paemos. He gives a certain amount of FSXP when you convert, but if you check, that was doubled. So... currently FS grinders and Master pilots r getting 4x XP. In the words of Napoleon Dynamite... SWEET!
