Actually gravity has nothing to do with it. Gravity effects the car and the tractor trailer equally and is a wash. Both vehicles have mass, and inertia, two physical properties that are completely independent of gravity. Ever go to a science museum where they had a large sealed box, pulled all the air out, and dropped a feather and a bowling ball at the same time? Gravity effects the little object and the big object in the same way.
Think of the PYR numbers on the chassis as the rate of acceleration. Think of the PYR on the engine as the max rate or turn that a chassis can accelerate up to. That's the difference in the numbers.

600/600/300 refers to the angular acceleration in tenths of a degree / (second^2)
