I think Kalano meant that if the station you place has no gun batteries (because you haven't bought/installed them yet) then there should be some sort of defence...in this instance, NPC cover. As soon as you add a turret, the NPCs should not respawn. Otherwise it'd be far too easy to take over a newly placed station.
