To answer your questions:
1. R03 gives you 60% more power, R04 gives you 90% more power.
2. No
3. Weapons, Engine, and Shield for sure.
As for set up, it is not much different from the 100k mass X-wing. Bigger guns (experimentals or L8s), L8 reward or Mark V shield, L8 (Starmap or Freelance reward) or Mark V engine. If you want to sit down with me tonight and work out a payload, I'd be happy to give you a hand.
