Satelite connections always have a 1 to 2 second delay due to the distances the signal must travel. This means you will always shoot at the position the enemy was a second ago. SWG has 56k listed as minimum connection speed. You could try a dial-up connection when you're going to play the JTL part of the game.
As for the comments to move to a real country, no broadband company is going to lay a50 mile cable to donkeytown, population 100. Costs are higher then the profits will ever be. Large areas of the states are therefore still bound todial-up or satellite connections.
You'll have to try strafing your fire over the 'lead' in a line starting on the ship and going out past it till you see the damage ticking off. You'll get used to it eventually.

What about WiMAX isnt it supposed to fill that gap?

Hit after hit registers on my target, but their shields and hull does not go down at all!! Then I left and tried killing some random Tier 1 stuff i found flying by. My friend tried using my internet connection and computer and had the same problem on his account (he is a master pilot). I have never had any problems with the ground game but if space is incompatible with sattelite internet this is sure something I would liked to haveknown before I purchased JTL :-/
This is not entirely your connection. Many people are experiencing this, myself included, and I'm on cable. The devs have not acknowledged this as a problem publically and there is yet to be a fix.
WiMAX has a range of 3 to 10 kilometers. The original poster lives 3 miles from an existing cable and has a good chance that somewhere in the next 2 or 3 years the service will become available to him.At this moment however WiMAX is mostly set up in metropolitan areas (high density of potential customers, more profit) then used as a technology to give broadband to the masses currently devoid from broadband access. The startup costs of new services need to be re-earned before cost perunitgets low enough for less densely populated areas.

General rule of thumb: Satellite == bad for gaming.

I realize that sattelite isnt as suited to gaming as DSL or cable, but I have had no problems with the ground game, though lag is definetly noticable. If this appears to be a known issue that occurs to some degree on all connections than I hope it is something that is worked on and fixed. I would much rather NPC spaceships appear to have "jumpy" movement as is visible on the ground when you lag, but to be shooting it and seeing hits when nothing happens makes it totally unplayable.
