Melee and ranged damage mitigation are not weapon dependent. They will BOTH work at the same time no matter what weapon you have. This was stated by the former Teras Kasi correspondent back in December melee damage mitigation first came out. I have tested thison my maincharacter with both forms of mitigation and my alt with no mitigation and there is a huge difference. You will take more damage holding a rifle than if you were holding a melee weapon simply because you will not be able to have melee toughness associated with a melee weapon. However, if you have melee damage mitigation 3 and 80% kinetic armor, you can consistanly resist hits fromkrayt dragons and do much much more damage holding a rifle.
There are actually advantages holding a rifle over using a melee weapon from a defensive point of view. You can run while holding a ranged weapon. If you stay still, the Krayt will hit you with 100% accuracy everytime, even if you have center of being on. However, it can miss you a lot if you are running. If you can kite it and hold the distance at 35 m and continue to run, it will miss you about 75% of the time....
To the original poster: You can pick up any melee as long as you master it and pair it with rifleman. You will be able to solo almost everything in the game. The only time you will use melee in PvE is against mid level Nightsisters with 100% energy resists.
