Well speed is certainly a major factor in DPS. Hitting the speed cap in the CU is supposed to be all but impossible. However I bet in a few weeks' time someone will figure out a way to crack the system. For now though, I'd still expect good things from ANY Energy Lance judging by the reports on the forums. Don't pre-judge it just cause it got a speed slice in this system (cause mine did too 
).

After the CU:
Would a speed sliced Energy lance make any difference in DPS, instead of a damage sliced?
I think, not much if you wont reach speed cap, but i want to know your opinion.
Second question: Could a combatproff. get speed capped ?

A swordsman has gotten his speed down to 1.02 seconds per hit. so it is gonna be possible, or damn near it.

Regardless you'll need a ton of speed tapes + FS melee speed I bet before its close to possible.

mine too but I like what ive seen aboutthe conversion of the nsel so far i was afraid it would be further crapified instead it looks better yaya
