Well I was testing out Warcry on various mobs and I didn't really see it delaying them all it was doing was aggravating all the npcs who were about 15m from me. Anyone else experiencing this? Seemed more like area taunt to me.

It's more of an attack that doesn't do any damage or apply any useful states than a taunt. It does cause anything you warcry to enter combat with you, but it won't pull them back to you if they aggro someone else like taunt does should.
