Well, I know these drop and have a friend who has one, but.......What is this schematic ppl are talking about? Can you actually make a NS lance?

A schematic is used to place in a factory and with the proper resources a weaponsmith could make endless amounts of this Lance which is described in the schematic. It could mean a new era to pikeMan 
Every schematic I have ever seen has had a manufacture limit on it that decreases by 1 for every item made in the factory from that schematic.
Is this schematic unique in that it doesn't have a manufacture limit included in it?

Well I won't do anything with it until I find either one of these to be true
1) its a one time use schematic
or
2) its a perminant schematic (like the RIS armor schematic, or the Scyth schematic)
open it and find out! jeeze!
its not like its going to be worthless or anything if you open it and look at the schematic, hell you'll probably find out what you want to know when you do open it.
