Im pretty sure its on tat.... but what is the loc or the general location?

I was told that it's located at -3998, 6383, but I haven't been there

here is how you get there. Go to mos espa, and sit in the cantia until a group forms to go up there. I would say at least 1 forms every hour. Or just ask someone there for the WP. Almost everyone in mos espa has been at least once.
