You mean to be capped? or the CAP? The cap is 1.0 seconds

To be able to swing at 1.0 seconds with all specials and all weapons, you will need +95 Pike Speed.

there is no realcap in the CU, just deminishing returns, even with food, skill taps, and master you won't hit "spd cap"

Beyond a certain point, increases are not as beneficial as they are lower on the scale. You'll still get some small benefit, but +10 to a newbie will do a lot more good than +10 to a master.
