The devs explained to us why they gave taunt to swords but the exact wording escapes my memory (was almost a year ago lol). It made perfect sense at the time though.
My opinion on the issues you brought up, sure it would make more sense that Impale should go to Swords and Flurry should go to Pike. I believe its to balance it, Pike is more defensive, but Swords needs some defense, and likewise Pike needs some Offense. It would leave Pikes more gimped as the next highest damage specialis Leg Hit
But then again I am a Master Swords / Master Pike so it wouldn't actually bother me.

Yeah Improved Impale even does more damage than any of the Fencer specials and is only rivaled by a +critical+ critical hit or a power attack (which even doesn't have a significant advantage). It is nice to have for a TKM/MPike though because it becomes a primary damage dealing skill if you don't want to dabble into swordsman.
Impale does more damage the Sword Flurry because its a damage inducing attack, nothing else, while Sword Flurry is for defense. It makes sense. The Swordsman Head Hit and Power Attack both do more damage than Impale, its fine as is I think.
As for trading the two.... I don't think the Swordsman need another damage attack, already got Power Hit, Head Hit, and Critical Hit. Being that they have no stat attacks, Sword Flurry is a nice little defensive buffer for a short time.
I think another defensive skill for Pikeman somewhat like a stance, as Bounty Hunters get, would be a better idea for improving defense of pikes.
