The Proton Rifle, and other assortment of neat weapons, can be found in Myyydril Caverns/Kkowir Forest. That's all the clues I can give.

Just noticed this posted by a dev about the proton rifle...maybe this deserves some investigation.

That is a screenshot from CU beta. You could get one from the frogs. Basically, it had the same stats as the VL, except is was kenetic (VL is energy). No idea how to get it in live, however.
Nope , i've been questng like a madman and have a ton of swords/rifles/pistols/carbs but no Massassi yet. We're also still missing the Kaminoan and Shock lances ibelieve. The only new pikes i have seen are the Kashyyyk , Trando hunting and Poisonspike lances.

It's probably worth bearing in mind that there's quite a few broken quests right now which may have these weapons as rewards. Also i believe the quest that lets you into the BlackscaleCompound is broken , so there's a whole area that no-one has been to yet.
Btw , the Poisonspike is random NK-Necrosis loot i think.
Does anyone else find it rather annoying...no VERY annoying...that none of the new weapons are player craftable?
I'm not even a crafter and I think this is just plain WRONG of SOE. Drop schematics if anything...then at least the skill and materials of the WS can add some variety to the freaking game.
Maybe they're on the track to eventually get rid of all non-combat professions? They gutted Entertainers and now they've throwing this in the faces of the WSs. BAH
