Thread: What the hell DO the numbers mean?

I mean the skill mods, like Polearm Accuracy and Toughness. Are they percentages? For example, if my Accuracy is 40, will I miss 60 percent of the time? And if anyone DOES know this, where did you find it? Thanks in advance.

I think they are precentages, but I'm not sure. If anyone can answer this it would be nice...
