If you're looking for the actual formula to figure out the speed cap from raw numbers, you can use this basic formula:
cap_value = 100 - ((1 / (weapon_speed * delay_mod)) * 100)

The 1 in there represents the speed cap of 1 hit/second, so for instance with hit3 (3x delay) and a 6.5 speed pike you get:
cap_value = 100 - ((1 / (3 * 6.5)) * 100)
cap_value = 100 - ((1 / 19.5) * 100)
cap_value = 100 - (0.05 * 100)
cap_value = 100 - 5
cap_value = 95

just need +95 pike speed. Master Pike gives +75, FS melee speed4 gives +12, master brawler gives +5.

+95 is probably one of the closest with MOST pikes, unless it is extremely sl00w

to be on the safe side +100 is caped on every weapon for pike. +95 total u can use any 6.6spd weapon or faster to hit every second +96 is every weapon 8.3 and under

Thanks for the plug , but right now please use http://mors.hampshire.edu/~mawf95/polearmcalculator.html instead. Same exact thing, but I'm switching ISPs and the Verizon site is going to go offline within a week or so.
