I don't believe you get to choose - the effect is random.

I got a 3.8 speed lance from Kane, then had it sliced for a 17% speed improvement. Add on an attack speed powerup, and my lance is now considerably faster than my carbine.

I picked up a fairly decent Lance the other day and couldn't decide whether to slice it's speed or damage. What do you all think is the best way to go? Appoximate stats are 20 something/270 something 3.8 speed.

Where will the greatest benefit lie in your opinion?
