Warcry reduces combat speed, it does not work like it used to before CURB or at least should not.

That was how it used to work. Now it reduces the opponent's combat speed by 20 points for the basic version, or by 40 points for the improved version. When you KD an opponent that is under the effects of Warcry he will stay down a bit longer because you delay his actions, and it's usually enough to get an extra hit in compared to a KD'ed opponent that isn't under the effects of Warcy.

The only problem is that it is such a slow special that it takes me out of commission for about as long...

The improved version lasts 20 secs, no idea about the basic version.
