Thats why I say it depends. The only thing it is usefull for then is the dot, and it won't stack with your riflebleed. Or it shouldn't at least. So ultimately it revolves around your game style. Problem is the potency is crappy, so even with a high acc mod there is nothing to say the dot will stick. Which is why I would lean toward speed, at box 4 the speed mod is fairly impressive, at least to someone who has been grinding the profession really slowly. So I would think you would have a better chance percentage wise to land that dot if you are swinging (no specials) as close to your cap as possible. Otherwise the acc will help you land a hit, but if the dot doesn't set off you gotta wait (guessing) another 4.5 sec before you can try again.
The thing I would ask in your situation though is it worth it taking the time attempting to land the dot when you could focus on getting the guy on the ground then backing up and headshotting him?
The 24% potency means that 24% of the time you actually land a hit, the poison (which will not stack with a rifle mind bleed) will land.
If you have extra combat xp, go 0004 so you don't actually have to be a pikeman since that is obvioulsy not your goal

I'd only go up pikeman if you really want to Master it!
Since you've got Master TKA, I'd use that to get COMBAT XP quick as possible, then take the 0/0/0/4 tree - for Accuracy.
Trust me...even at 3rd tier of that tree, I was missing more than hitting. Once I got the 4th tier, I was hitting like everyone else in the galaxy - hitting more than missing (but still missing).
Just IMO.
