being level 80 is mostly a PvE issue, you also might lose a little health but that shouldn't be a big deal with nutri injection

if your pure PvP it won't have any effect on you since bonuses for being a higher level or reductions for being a lower level only happen in PvE

I can only speak for PvE and the only downside to not being lvl 80 is that you lose a little health. At lvl 74, it will not be all that different from lvl 80. I also suppose that it is nice to be a lvl 80 for grind groups - lvl 80's get snapped up

I'll be honest.

If you are only choosing this temp to Pvp you will be rockin.

If you plan on ever contributing to PvE, you need to be CL80. Not just for the health; the damage a mob does to you is partially based on the CL difference. If you are CL74 and try taking on a CL80 you will be getting hit for rediculous damage and fall victim to death at least 5x quicker than a CL80 with practically no defensive skills would.

It sucks, but that's how it is

Its only a problem if your doing solo PvE though. In a group with another L80, it'll be as though you were 80 as far as the damage mods for higher level creatures go.

Good point; I'm so used to solo'ing I didn't think of that.
